Faulty ground.

Solution for error code E46

1. Is field grounding conductor connected to High Voltage Terminal Strip 120 VAC (G)?
Yes: -> 2.
No: Connect ground conductor.

2.Disconnect field wiring. Is continuity between field wiring neutral and ground less than 10 ohms? 
Yes: Replace Control Module.
No: Correct faulty ground conductor.
